General Overview of Domain Name Policy in Japan
Japan Network Information Center (JPNIC) - Its Traditional Role
JPNIC was formed 10 years ago to oversee the registration and management activities of all Japanese Domain Names. It was given permission to register as a government authorized non-profit association by a consortium of Japanese government ministries. It also was given control of the .co.jp and .jp registry databases.
Recent Changes
Until recently in Japan, JP domain name registration was carried out by JPNIC, with the recognition of government ministries, as well as with ICANN (The Internet Corporation for Assigned Names and Numbers), which coordinates Internet resource related activities globally.
However, recent developments and market needs regarding domain name registration services in Japan heralded the need for reform in the process
- The need for a more flexible, commercially relevant system
- More than one domain name per organization
- Simpler, lower-cost registration procedures
- The need for registrations of short-lived domain names, such as those used in events
- The need for open, global use of JP Domain Names
- Any corporation or individual worldwide can register a .jp domain name
- The need for Domain Names in traditional Japanese character sets, allowing for better understandability and access among mainstream Japanese users
Japan Registry Service Co., Ltd. (JPRS)
To address a solution to these needs JPRS was incorporated on December 26, 2000. It was created as a for-profit company, in order to more flexibly and effectively cope with the growing needs in the domain name registration industry. JPRS was given full management of all JP Domain Name registries and the domain name system, and full discretion over industry policy decisions and direction.
An Advisory Committee, composed of Internet users, academic experts, government-related members, and other relevant people, is being formed to examine the fairness, effectiveness and neutrality of the JP domain registration process.

JPNIC took on a role as general government and regulatory overseer. JPNIC contributes to society through various researches and studies, as well as educational and promotional activities. JPNIC also coordinates international activities in response to the global spread of computer networks, and conducts studies on management services in line with future technological developments

.KR Rules and Regulations
.KR domains are restricted to organizations within South Korea
Available extensions include:
.co.kr
.or.kr
.pe.kr
Some highlights of .KR domain names
- Only registrants within South Korea, with proper credentials are permitted to register .KR domains
- They can be hosted by servers anywhere in the world
- There are no volume restrictions on the number of domains that can be registered by qualified registrants
.KR domains currently are only available in traditional English characters. .KR domains in Korean characters are not available, however domains in Korean "hangeul" characters may be enabled by KRNIC soon. Please stay tuned for this update.
The rules and policies governing .CN domains are controlled within South Korea by the Korea Network Information Center (KRNIC). KRNIC undertakes the duties of operating and managing the domain name system, maintaining the domain name database, and supervising and controlling domain name registration services for .KR. All conflicts, issues, etc., are controlled by South Korean law.
.CN Rules and Regulations
.CN was, until recently, only available within China to Chinese registrants. It is now openly available outside of China
Available extensions include:
.cn
.com.cn
.net.cn
.org.cn
Some highlights of .CN domain names
- There are no restrictions
- They can be used just like .JP, .COM, or any other unrestricted domain
- They can be registered by any business anywhere in the world
- They can be hosted by servers anywhere in the world
- There are no volume restrictions on the number of domains that can be registered
Certain domains will not be allowed to be registered. This includes, but is not limited to:
- Chinese geographic locations
- Chinese government names
.CN domains currently are only available in traditional English characters. .CN domains in Chinese characters are not available.
